The NHS Wales Central Team eBusiness Services (NHS Wales network connection required to use the link) was established in 2004 to ensure a centrally coordinated approach to the implementation and use of the Finance and Supply Chain Oracle E-business services and auxiliary services by a Consortium of NHS Organisations in Wales, to increase the efficiency and effectiveness of enterprise systems. The Central Team role has evolved to become a central point for information and guidance for the finance, procurement, HR, payroll and recruitment NHS users across Wales.
 
In April 2009, the Central Team assumed further responsibilities that included operational and technical support for the Electronic Staff Record (ESR) service used by HR, payroll and recruitment NHS users across Wales.
 
One of the main aims of the team is to be the central point of information and support services for the NHS organisations in Wales. This includes to support the development of best practices, the delivery of services from a strategic ‘corporate’ perspective as well as ensuring that there is a common operating model (COM) on how services such as reporting and processes are delivered.
 
It is expected that this web portal will be a central communication tool for NHS organisations across Wales.
 
The Central Team eBusiness Services vision is to provide a world class Service Management and System Support function that underpins the strategic business direction of NHS Wales.  The team will also act as the enabler and the central point of excellence linking eBusiness enterprises, systems, technical, development and operational support for all NHS users and organisations in Wales.

Mission Statement    

 
Purpose – the Central Team eBusiness Services prime purpose is to –
 
  • Manage the complex Oracle Finance, Supply Chain, Business Intelligence solutions and other associated products for the NHS in Wales.
  • Provide Electronic Staff Record (ESR) Operational Support for Wales and act as the escalation point for service operation issues in Wales.
  • Ensure that all systems available are fully utilised and work successfully with the core Oracle suite of enterprise software products.
  • Provide the full spectrum of service management functions (strategy, design, transition, operation and continual service improvements)
  • Continually develop the core and associated products and deliver annual service improvements in association with our strategic partners.
  • Provide robust project & programme management services for the development programme, including the procurement of IT services and licences.
  • Monitor the service and financial performance of the prime contractors delivering the core systems.
  • Provide a robust financial recharging methodology, continually monitor basis of all costs and organisation financial apportionment basis
  • Provide change and risk management.
 

Objectives

 
  • To ensure the Central Team eBusiness Services strategy, remit and scope is fully aligned with the strategic vision and objectives of NHS Wales.
  • To provide the lead in developing the strategic vision for the Oracle Finance, Supply Chain, ESR, Business Intelligence solutions and other associated products for the NHS in Wales
  • To develop a series of continuous service improvement programmes aligned with the NHS Wales agreed vision and strategy.
  • To ensure the Central Team continues to be adaptive to change and provides value added services.
  • To deliver to the agreed remit presented by NWSSP and Directors of Finance and associated strategic governance groups.
  • To provide support services that are sustainable, manageable, adds value to the NHS in Wales and delivers in accordance with industry best practice and standards, for example ITIL.
  • To manage, support and develop the core Oracle Enterprise product and associated technologies for the NHS Wales.
  • To provide a central service for the Consortium encompassing as a minimum, the following four strategic support functions;
  • Project and Programme Management
  • Operational & Technical Support Services
  • Service & Contract Management
  • Project Office, including document librarian, managing governance groups and financial management of services

Skills

 
The skill sets available and deployed within the team cover a wide spectrum of functions. Whilst the core function is to support Oracle applications, the Team also has a requirement to encompass the broader business view and importantly the technical perspective required to deliver and support the benefits of the e business Enterprise system.

Having skill sets across both the business and technical arena allows the team to provide an overarching view of the service requirements and in turn ensures that change and risk management is understood and managed. This allows the team to provide an advisory and mentoring role, making the business aware of risks, issues and impact of technology change. The central team are also required to understand the differing technologies that business developments may be interested in, in order to ensure they are compatible to the core products serviced and deliver service benefits. 
 
The Central Team knowledge and skills are underpinned by ‘expert’ industry recognised qualifications across a spectrum of key disciplines, including: Lean/Six Sigma, Prince2 Practitioner level, Managing Successful Programmes Practitioner level, Management of Risk Practitioner level and ITIL v3 expert level. These are in addition to the range of technical, application and business skills that already reside within the team.
