Each of the ten Welsh health organisations have slightly different processes on how they presently manage paper based invoices and credit notes, including reconciliation, verification and authentication before payment is made to the supplier.
 
Notwithstanding this, it is recognised that a good practice process model is required to manage paper based invoices and deliver a common operating model for Wales whilst still supporting appropriate 'local' Health Board controls (verification and authentication) before payment is made to suppliers.
 
The Procure to Pay function under the NHS Shared Services Procurement Services project has an immediate business need to automate the invoice document management process for the NHS in Wales. The solution is to include full seamless integration into the enterprise Oracle Accounts Payable module.
 
The service will broadly deliver:
 
  1. An intelligent document management enterprise service for the initial benefit of the ten Health Boards in Wales.
  2. The service will initially process Invoice and Credit Note document types and may in the future be extended to support additional document types.
  3. Deliver a solution that is scalable, flexible  and high performance to meet the ongoing business requirements of the NHS in Wales.
  4. Deliver a cost effective seamless integrated solution to Oracle E-business suite (release 11 and release 12) and in the future to additional enterprise services.
  5. To facilitate an automated retention and retrieval system.
 
Current Status (September 2011)
 
  • All hardware and software installed
  • Technical and user workshops held to agree specification, subject to pilot sign off
  • Wales Audit Office (WAO) and Cardiff Audit have reviewed the design
  • Final project plans and timetable for the pilot exercise in process of being firmed up
