Performance Evaluation of CHCs

The Board of Community Health Councils is committed to the ongoing performance evaluation of CHCs across the country to ensure that they best deliver their statutory functions for the patients and public of Wales. This page outlines the mechanisms by which this process will be conducted in a clear and transparent manner.

Performance Indicators 2011-12.

These performance indicators have been developed by a working group of Chief Officers together with the Director and Board office staff and signed off by the Wales Management Team of all CHC Chief Officers in November 2011. They were formally ratified by the Board of CHCs in January 2012.
They are designed to provide a standard mechanism across all CHCs in Wales through which progress during the year 2011/12 in a range of areas will be measured. These are quantitative and not qualitative indicators and further work will be undertaken during 2012 to compile a list of qualitative indicators.
It is expected that Chief Officers will complete the schedules which will be reviewed by a group of the CHC’s own Members taking into account all evidence available in the CHC office. The completed set of indicators, signed off by the CHC Executive Committee will be supplied to the Director by 30 April 2012. The Director will then compile a report in preparation for the June 2012 meeting of the Board of CHCs.
 

Baseline Assessment of Reconfigured Community Health Councils

The Director of the Board of CHCs undertook baseline assessments of all reconfigured CHCs in Spring – Summer 2011. This followed the reorganisation of CHCs from April 2010. The purpose of the Baseline Assessment process was to determine how the reconfigured CHCs in their new guise are really performing and to establish their true relationship with their Health Board.  
The process involved the completion of self-assessment questionnaires byCHC Chief Officers alongside formal meetings between the Director and the Chair and Chief Executive of each respective Health Board. The results are published in a report available below. The findings of this assessment will complement the performance evaluation indicators discussed above.
