NHS WALES COMPLIANT PRIMARY CARE SYSTEMS
In 2005, the Primary Care Informatics Programme (PCIP), now part of the NHS Wales Informatics Service (NWIS), established an assurance process to ensure that all primary care systems met the technical, functional, service and contractual standards and requirements it set, through the Welsh Minimum System Specification (MSS) compliance scheme.
The use of MSS-compliant primary care systems across Wales will:
- ensure equity of service across Wales, by setting out minimum standards of functionality;
- provide a vehicle for specifying systems development required to meet the respective contractual requirements of the nGMS Contract and the Community Pharmacy Contract, as well as emerging national strategic imperatives, led by NWIS;
- ensure additional functionality, security and reliability of primary care systems;
- provide a level of functional commonality and interoperability with the national architecture; especially its emerging systems and services (e.g. the Individual Health Record and the Welsh Clinical Portal).
To ensure common standards and operations of primary care systems, agreed functional/technical specifications are defined within the Welsh 'Minimum System Specification' (MSS) for compliance and accreditation purposes, which themselves reference any contractual requirements such as the nGMS Contract and the Community Pharmacy Contract.
Other NHS Wales functional/technical specifications may reference other contractual frameworks in place between primary care system suppliers and NHS Wales.
Primary care system suppliers can successfully gain system compliance with respective 'versions' of the Welsh MSS by successful advancement through the agreed assurance processes and steps.
