Ceredigion Local Health Board (LHB) was established on 1st April 2003 as part of the reorganisation of the National Health Service (NHS) in Wales. There are twenty two LHBs in Wales and they have been assigned with the following responsibilities:
- Ensuring that services are in place to meet the needs of the local population.
- Tackling Health inequalities i.e. to improve the health of those worse-off in society at a faster rate than the rest of the population.
- Ensuring Primary Care Contractors i.e. GPs, dentists, pharmacists, and opticians; provide adequate services and these are regularly monitored and reviewed.
- Working with partners in local government to develop a simplified coherent planning system which can deliver the Health, Social Care and Well Being agenda.
- Ensure that there are sound Corporate and Clinical Governance arrangements in place so that resources are used cost effectively and safely in order to deliver high quality services.
- Engage the Public and Patients in the planning and monitoring of health care services in Ceredigion.
To deliver this agenda the LHB works closely with Ceredigion Local Authority, Ceredigion & Mid Wales NHS Trust, neighbouring and other Trusts and LHBs in Wales, Ceredigion Community Health Council (CHC) and Ceredigion Association of Voluntary Organisations (CAVO). Ceredigion LHB’s Mission Statement outlines how it intends to fulfil its responsibilities:
'Ceredigion Local Health Board will work corporately to secure the most effective ways to improve the Health, Social Care and Wellbeing of the Community which we serve. This shall be achieved:
- Within available resources
- In close co-operation with the people of Ceredigion, the Local Authority, voluntary sector, other partner agencies and other Health Care agencies
- As a member of the NHS Team Wales; and
- In accordance with priorities and guidance issued by the National Assembly for Wales.'
Ceredigion LHB covers the same population as that covered by Ceredigion Local Authority and manages £92.5 million on behalf of its resident population of approximately 75,000 living in a rural area of 1,795 square kilometres. The county is served by 16 General Medical Practices, 12 Dental Practices, 22 Pharmacy Practices and 10 Optometry Practices. The LHB receives support at an all-Wales level from three organisations:
- National Public Health Service which has been developed to provide day to day support to LHBs in providing health promotion services, public health protection and to assist in developing health strategies. The Ceredigion Public Health Team, who are managed by the National Public Health Service, are based in the LHB Offices and work closely with LHB staff.
- Business Services Centre, hosted by Powys LHB, which is based at Swansea. The centre assists the LHB in undertaking certain functions such as financial services, contractor services, human resources and information technology.
- Health Commission Wales which has been established to commission a range of specialist services for the population of Wales e.g. Renal Dialysis.
The Mid and West Wales Regional Office, based at Carmarthen, is one of three offices established in Wales to act as local representatives of the Welsh Assembly Government (WAG). The Regional Office are responsible for monitoring Ceredigion LHB’s performance.
